El Consejo de Ministros ha aprobado la Declaración del Gobierno con motivo del Día Mundial del Agua.Desde 1993 se celebra, a iniciativa de Naciones Unidas, el 22 de marzo el Día Mundial del Agua.

Este año se definirán los nuevos Objetivos de Desarrollo Sostenible y Naciones Unidas ha consagrado este día al vínculo entre agua y desarrollo sostenible.

Todavía más de 700 millones de personas no tienen acceso a fuentes mejoradas del agua para el consumo y más de un tercio de la población mundial, unos 2.500 millones de personas, no utilizan instalaciones de saneamiento mejoradas.

La declaración institucional reforzará el amplio compromiso ya existente por parte de España en esta materia, tanto a nivel nacional como internacional, y dejará constancia de la adhesión del Estado al reconocimiento del derecho humano al agua y al saneamiento.

El Gobierno se compromete a seguir prestando atención al agua en todas sus esferas y en toda su problemática, desde un enfoque basado en los derechos humanos, mediante la acción conjunta y coordinada de todos los ministerios implicados.España ha impulsado conjuntamente con Alemania, desde 2006, una iniciativa en el marco de Naciones Unidas con el objetivo principal de reconocer el derecho humano al agua potable y el saneamiento. Desde entonces se han aprobado sucesivas resoluciones anuales en el ámbito del Consejo de Derechos Humanos y dos resoluciones en la Asamblea General de Naciones Unidas. La última, presentada por Alemania y España y aprobada en diciembre de 2013 por consenso, supuso la consolidación definitiva del proceso de reconocimiento de este derecho humano, un hito importante en el ámbito del derecho internacional.

Una muestra más de este compromiso es la creación en 2008 por la AECID del Fondo de Cooperación de Agua y Saneamiento para América Latina y Caribe, que hasta la fecha ha desembolsado aproximadamente 800 millones de euros en donaciones a través de 65 programas activos en 19 países de América Latina y el Caribe.

Por otro lado, recientemente España y Argelia han lanzado conjuntamente una iniciativa para aprobar una Estrategia para el Agua en el Mediterráneo Occidental.
